Male Attitudes and Behaviours Towards Women and Digital Technologies in Pakistan

I am delighted to see the research practice paper that I worked on and wrote with my dear friend and colleague Dr. Akber Gardezi has now been made available within the UNESCO Chair in ICT4D working paper series. It is one of the most important pieces of research that I have ever done, but academic journals did not see fit to publish it. Perhaps this is because it is indeed worthless, and we have done a disservice to all those who contributed to our research, but perhaps it may also be because it challenges too many of the taken for granted assumptions about style and content of publishing in ICT4D academic journals in the 2020s. Both Akber and I are immensely grateful to the many people in Pakistan with whom we spoke for this reseach, typified by the group of amazing women illustrated in the photo above from 2020.

I wanted the paper to be published in a good academic journal to help Akber’s career, but in the end after journal rejections we decided that the messages were too important simply to be binned in the rejection folder. I will let readers judge whether it is indeed worthless – but for those of you who think it is, please at least take away some of the important messages contained within it.

Abstract

This paper reports on qualitative research undertaken to explore men’s attitudes and behaviours towards women and technology in Pakistan (in Azad Kashmir, Islamabad, Punjab and Sindh) in January-February 2020.  It is premised on a concern that much research and practice on gender digital equality is based on ideas emanating mainly from North America and Europe, and may not be nuanced enough and sufficiently culturally appropriate to be relevant in different contexts, such as an Islamic state in South Asia.  It builds on our previous research on mobile ‘phones and identity, as well as the use of mobiles for sexual harassment in Pakistan.  Four main conclusions are drawn: first, wider aspects of Pakistan’s society and culture would need to be changed before substantial gender digital equality (as conceived in most “Western” literature) is achieved; second, there was considerable diversity in the views expressed by our participants about gender digital equality, and whilst we do draw some general conclusions these should not mask the importance of such diversity; third, despite the challenges, the last decade has seen substantial changes in the use of digital technologies by women, especially in urban areas and among the higher classes, with many more girls now studying STEM subjects and a small but growing number of women taking jobs in the tech sector; and finally, it highlights complex and difficult questions about universal and relativist approaches to gender digital equality.

What if…?  [Thinking about first-mile connectivity]

It was great to have been invited by Aminata Amadou Garba to give the final talk in the ITU Academy’s training session on Last Mile Connectivity on 30th June. She was happy for me to be a little bit provocative, and so I returned to one of my long-standing arguments – that by using terms such as “the last mile” or the “last billion” we often denigrate the poorest and the most marginalised. If we really want to ensure that they benefit from the use of digital technologies, we should instead start thinking about them as “the first mile” because they are most important!

The session addressed seven main themes:

  1. The “last” mile in whose eyes?
  2. Parallels with the “next billion”
    • and the “Digital Divide”
  3. Whose perspectives matter most?
  4. The political economy of connectivity
  5. The fundamental role of regulation
  6. Global connectivity initiatives

To app or not to app? How migrants can best benefit from the use of digital tech

Introductory

UN agencies, donors, and civil society organisations have invested considerable time, money and effort in finding novel ways through which migrants, and especially refugees, can benefit from the use of digital technologies. Frequently this has been through the development of apps specifically designed to provide them with information, advice and support, both during the migration journey and in their destination countries. All too often, though, these initiatives have been short-lived or have failed to gain much traction. The InfoAid app, for example, launched by Migration Aid in Hungary amid considerable publicity in 2015 to make life easier for migrants travelling to Europe, posted a poignant last entry on its Facebook page in 2017: “InfoAid app for refugees is being rehauled, so no posting at the moment. Hopefully we will be back soon in a new and improved form! Thank you all for your support!”

However, new apps continue to be developed, drawing on some lessons from past experience. Among the most interesting are MigApp (followed by 93 668 people on Facebook) developed by the International Organization for Migration (IOM) as a one-stop-shop for the most up-to-date information. Another is RedSafe developed by the International Committee of the Red Cross (ICRC), which enables those affected by conflict, migration and other humanitarian crises to access the services offered by the ICRC and its partners. Other apps seek to be more local and focused, such as Shuvayatra (followed by 114 026 on Facebook), which was developed by the Asia Foundation and its partners to provide Nepali migrant labourers with the tools they need to plan a safer period of travel and work abroad.

Our work with migrants nevertheless suggests that in practice very few migrants in the 12 countries where we are active in Africa, Asia, and Latin America and the Caribbean, ever use apps specifically designed for migrants. Moreover, most of those who claim to use such apps name them as Facebook, Imo, or WhatsApp, which were never originally intended as “migrant apps”. A fine balance therefore needs to be made when developing relevant interventions in combining the professional knowledge (often top-down) of international agencies with the more bottom-up approaches that focus on the digital tech already used by migrants.

Our wider research goes on to highlight four broad areas for action to complement the plethora of activities around app development:

1. Information sharing and collaboration

First, there needs to be much more information sharing and collaboration between international organisations working in this field. While an element of competition between agencies may be seen as positive in encouraging innovation, there remains far too much overlap, duplication and reinventing the wheel. The creation of a global knowledge-sharing platform on digital tech and migration could provide a first port of call that any organisation considering developing a new initiative could go to for ideas or potential collaborative opportunities.

2. No one-size-fits-all: diversity in the use of digital tech by migrants

Second, our research has shown very clearly that use of digital tech by migrants varies considerably in different areas of the world and between different groups of migrants. There is no one-size-fits-all, and context matters. Hence, practitioners should be careful when making generalisations about how “migrants and refugees” use, or want to use, digital tech.

3. Developing digital tech with migrants not for them

Third, it is important to remember that actions and policies are much more likely to succeed if they are developed with rather than for migrants. This fundamental principle is too frequently ignored, with well-meaning “outsiders” too often seeking to develop digital interventions for migrants without fully understanding their needs and aspirations. As our own research has shown, though, it is far from easy to appreciate and understand the underlying needs that different groups of migrants prioritise and how best they can be delivered.

4. Assisting migrants to help each other in using digital tech wisely and safely

Fourth, it sadly remains as true today as it was twenty years ago that many of the poorest and most marginalised still do not know how to use digital technologies effectively, appropriately, securely and safely. Many migrants contributing to our research own a smartphone or have access to one, but frequently they only have a rudimentary knowledge of how to use it optimally. Some aspire to use digital tech to learn and acquire skills, while others wish to enhance their business opportunities; in both cases, many do not know how best to do so. Few also sufficiently appreciate the very significant security, privacy and surveillance issues associated with using digital tech. The development of basic training courses – preferably face-to-face – may be one of the best investments that can be made in assisting migrants to help themselves when using digital tech.

Looking to the future

Looking to the future, the power relationships involved in the migration process mean it is likely that migrants will become increasingly controlled and subject to surveillance through the use of digital tech. In some circumstances, it might even be wiser for migrants to avoid using any form of digital tech at all. However, there are exciting opportunities to develop novel ways through which migrants might benefit further from digital tech. One of the challenges faced by many migrants is the sadness associated with being away from family and friends. While video calls can go some way to mitigate this, new developments in haptics may soon enable us to feel someone’s touch or hug.

Likewise, inserting microchips into our bodies is becoming increasingly widespread, and in the future this practice could offer real potential for migrants for example to have their qualifications and other documents actually within their bodies, or for their families to be able to track them on the often dangerous journey to their destination. Countering this, of course, is the likelihood that most authorities would use such technologies for surveillance purposes that would threaten migrants’ privacy.

As with all digital tech, it is important to remember that it can be used to do good or to harm. Many migrants are especially vulnerable, and it is incumbent on those seeking to support them that migrants are able to make their own informed decisions on how they choose to use digital tech. Often, the best interventions might well be built around improving existing ways through which migrants use apps and other digital technologies, rather than developing entirely new solutions that may never be widely used.

The advantages of being unconnected to the Internet: a thought experiment

The 2021 ITU Facts and Figures report highlighted that 2.9 billion people, or 37% of the world’s population, have still never used the Internet. Implict in this, as in almost all UN initiatives relating to digital technology, is the ideal that everyone should be connected to the Internet. Hence, many global initiatives continue to be designed to create multi-stakeholder (or as I prefer, multi-sector – see my Reclaiming Information and Communication Technologies for Development) partnerships to provide connectivity to everyone in the world. But, whose interests does this really serve? Would the unconnected really be better off if they were connected?

Walking in the Swiss mountains last month, and staying in a place where mobile phones and laptops were prohibited, reminded me of the human importance of being embedded in nature – and that of course we don’t really need always to be digitally connected.

Although I have addressed these issues in many of my publications over the last 20 years, I have never articulated in detail the reasons why people might actually be better off remaining unconnected: hence this thought experiment. There are actually many sound reasons why people should consider remaining unconnected, and for those of us who spend our lives overly connected we should think about disconnecting ourselves as much as possible. These are but a few of these reasons:

  • Above all, we were born to be a part of the physical world in which we live. Virtual realities may approximate (or even in some senses enhance) that physical world, but they are fundamentally different. Those who spend all of their time connected miss out on all the joys of living in nature; those who are unconnected have the privilege of experiencing the full richness of that nature.
  • Those who are unconnected do not have to waste time sifting through countless boring e-mails or group chats to find what is worthwhile, or the messages in which they are really interested.
  • The unconnected cannot give away for free their valuable data from which global digital corporations make their fortunes.
  • Being unconnected means not harming the physical environment through the heavy demands digital technologies place on our precious natural world (see the work of the Digital-Environment System Coalition – DESC)
  • Those who are unconnected do not suffer the horrors of online harassment or digital violence.
  • The unconnected are not forced by their managers to self-exploit by doing online training once they are home after a day’s work, or answer e-mails/chat messages sent by their managers at all hours of the day and night.
  • Those who are not online don’t have to run the risk of online scams or phishing attacks that steal their savings – and the poor suffer most when, for example, their small amounts of money are stolen.
  • The unconnected can largely escape much of the digital surveillance now promulgated by governments in the name of “security” and “anti-terrorist” action.
  • The unconnected do not suffer from digital addictions to online games, gambling, or pornography.
  • Ultimately, being connected is akin to being enslaved by the world’s digital barons and their corporations; if you cannot stop using digital tech for a few days, let alone a week, surely you have lost your freedom?

Despite the fine sounding words of those leading global connectivity initiatives, is it really the poorest and most marginalised who are going to benefit most from being connected? Surely, this agenda of global connectivity is being driven mainly in the interests of the global corporations that will be paid to roll out the tech infrastructre, or that will benefit from exploiting the data that we all too willingly give them for nothing? Does not, for example, digital financial inclusion benefit the financial and tech companies and institutions far more than it does the poorest and most marginalised? This is not to deny that digital tech does indeed have many positive uses, but it is to ask fundamental questions about who benefits most.

I remember visiting a village in Africa with colleagues who couldn’t understand why the inhabitants didn’t want mobile phones. Walking over the hills to see their friends was more important to them than the ease of calling them up. This post owes much to that conversation.

We all need to ask the crucial questions about whose interests our often well-intentioned global digital connectivity initiatives really serve. If we wish to serve the interests of the poorest and most marginalised, we must become their servants and not the servants of the world’s rich and powerful; we must be humble, and learn from those we wish to serve.

And the world’s rich and privileged also need to take care of ourselves; if we have difficulty living a day without being connected, surely we have indeed become enslaved? We need to regain our freedom as fully sentient beings, using all of our senses to comprehend and care for the natural world in which we live. May I conclude by encouraging people to think about using the hashtag #1in7offline. Take one day a week away from digital tech to experience the wonders of our world, unmediated by the paltry digital alternative. Or try taking a week away from the digital world every seven weeks. If you cannot do this, ask yourself why!

“We’ve seen it all before”: sketches about why so many digital tech for development initiatives fail

Clearing out boxes of old books and reports recently, I was struck by how many ICT4D (Information and Communication Technologies for Development) initiatives there have been over the last 20 years, many of which have simply repeated the mistakes of their predecessors. Most have failed to make real and significant improvements in the lives of the world’s poorest and most marginalised people. Quick looks at Weigel and Waldburger’s (2004) seminal book, and the ICT4 all Exhibition catalogue for the 2005 WSIS Summit in Tunis, remind us that most of the problems we are addressing in 2021 are broadly similar to those that were being addressed 20 years ago: how to enable the most marginalised to benefit from digital tech; moving from rhetoric to action; how to deliver effective partnerships; the importance of local languages; financing challenges; or how to ensure access…

An invitation to give a lecture at the Aga Khan University in Pakistan as part of a Master’s course on Learning and Teaching with Technology later this week provided me with the opportunity to reflect at some length on this thorny issue, and to come up with some suggestions as to why we continue to reinvent the wheel, and what we need to change if we really want to work with the poorest and most marginalised in delivering effective ICT4D initiatives that will help to empower them.

It also reminded me that even when I first started teaching in universities in the mid-1970s I used multimedia technologies such as slides (diapositives), aerial photos, film clips, overhead transparencies – as well as books. There is very little fundamentally new in the use of ICTs in education; it’s just the detail of the tech that has changed. As long ago as the early 1990s I thus enjoyed delivering lectures to students across London through the University Live-Net TV network, and in the middle of that decade enjoyed participated in the work of the Computers in Teaching Initiative in the UK. Hopefully we had learnt by then many of the challenges and success factors that previous colleagues involved in delivering education at a distance had shared with us.

Why are we failing so badly to learn the lessons of the past?

Reflecting on this simple question, I came up with six main suggestions as to why valuable lessons from previous ICT initiatives, especially in the education sector, do not seem to have been sufficiently learnt:

  • Lack of background research
  • Increased emphasis on innovation
  • The problem with “self”
  • Short-termism
  • Commercialisation and marketisation of education
  • Insufficient intergenerational dialogue

I am sure there are many more, and I look forward to exploring these ideas further with interested colleagues. Each needs to be fleshed out in much more detail, but the following brief notes cover some of the aspects that may be of particular importance.

Lack of background research

  • The Google (or DuckDuckGo) first page syndrome
    • only following up links on the first page (or two)
    • only reading the most recently published material
  • Too many people failing to explore and learn from what has been done before
  • Too much of a hurry?
  • Believing only the latest is best?
  • Nothing old is worthwhile?
  • A strong sense of self-belief, and that there is no need to read (see further below)
  • Past research and practice are inaccessible or unavailable
    • but this isn’t really true – many of us have written at length about our previous experiences

Problems with innovation

  • It is well known that most innovations fail
  • Overcoming failure often seen as being essential for subsequent success
    • But surely it’s best not to make the well known mistakes that others have made before?
  • So why is innovation (scientific and business) usually seen as being such a good thing?
  • Many governments (and donors) are increasingly focusing on funding innovation to drive economic growth – should they use taxpayers’ money to fund failure?
  • Might it not be wiser for donors and governments to spread what we know works, say for 60% of the population, to everyone?
    • Reducing inequalities rather than maximising growth

The problem with “self”

  • Self(ish) individualism
  • The need to be first
  • Overconfidence in own excellence
  • Having great qualifications so must know the truth
    • But perhaps the qualifications are not so great after all!
  • Unwilling to be self-critical
  • Brought up within the power and culture of non-self-critical scientism
  • A self-congratulatory culture (illustrated by awards processes)
  • Competitive rather than communal culture
  • Enjoys making mistakes in the belief that they will learn
    • Very expensive for others, especially in the international development context

Short-termism

  • Short-term job delivery and then move on
    • It’s always good to be seen to be bringing in new ideas
    • You don’t have to pick up the bits because you’ve left by then
  • The world of 140 characters
  • Project cycles often very short
  • It’s important to show success even when you’ve done nothing
  • Those who shout loudest tend to get heard
    • Even when there is little substance behind the claims
  • Short term is much easier than doing something long term
  • Perhaps “Agile” also has something to do with this?

The commercialisation and marketisation of education

  • EdTech is about the technology not the education
  • Everything is about expanding the market
  • Sales driven, with short term targets
  • Pitching to donors
    • A different skill set to delivery
  • Donors have large budgets and also have to show quick gains
  • Unrealistic target setting
  • Pilots where it is easiest
    • Instead they should be done where it is most difficult
  • We are measuring different success factors
    • Connecting a million children
    • But are they the most marginalised, and do they learn anything?

Insufficient intergenerational dialogue

  • “Youth have all the answers”
    • Older people have wrecked the world and so should now listen to young people who have all the good ideas
    • Much political posturing
  • The old have no idea how to use digital tech
    • Really?
  • Little priority given to mentoring
    • Especially 360o
  • Even fewer initiatives specifically designed to be inter-generational
    • Youth political institutions often replicate existing flawed global institutions
    • Especially within the UN system

Moving beyond a sketch

I have frequently been frustrated when I hear exciting new ideas being advocated about ways through which the latest generation of technologies (be it AI, AR, blockchain, or the Metaverse) can transform global education for the better. More often than not, the technology is the easy bit. It’s everything else that’s difficult. As a contribution at least to what governments need to get right, we collectively crafted a report on Education for the most marginalised post-COVID-19: Guidance for governmetns on the use of digital technologies in education (freely available under a CC BY licence at https://ict4d.org.uk/technology-and-education-post-covid-19, and https://edtechhub.org/education-for-the-most-marginalised-post-covid-19) which I hope goes some way to sharing global good practices at least in this area. Perhaps we should do similar reports for the private sector and for civil society, although those in these sectors could still learn much from our report for governments.

The above six sets of suggestions are just a beginning, but I wanted to share them here to provoke discussion. Everyone will have their own list of suggestions. What’s missing from the above? I’d be interested to hear from anyone who might like to explore this theme further! I need to learn more! At the very least, I hope that future colleagues will address these suggestions head on and thereby no longer repeat the same mistakes that so many of us have made in the past.

Safeguarding and digital technologies in research activities

The following is the text of a recent piece (revised version 2) that I wrote for a research project in which I am involved, but which may well have wider relevance. There is much more that could be written on this topic, but I hope it provides helpful guidance on some of the more important issues that need to be addressed by researchers with respect to safeguarding and the use of digital technologies, especially following the rapid expansion of their use since the start of the COVID-19 pandemic.


Context

The COVID-19 pandemic has had significant impacts on the lives of most people, with social interactions becoming mediated much more through digital technologies than was heretofore the case.  Digital technologies are usually promoted as always having positive impacts, or at worst being benign.  This, though, is an unrealistic picture, and their ability to accelerate and accentuate negative as well as positive behaviours and experiences gives rise to significant safeguarding concerns. While the term safeguarding is traditionally used to refer only to children and vulnerable adults, it is now used much more widely and in a sense everyone without good knowledge of how to use digital tech safely is subject to potential harm from its use. The relevant safeguarding issues can broadly be divided into those relating to the self, those relating to others, and those impacting the environment.

Taking care of oneself

Many people have experienced a considerable increase in the time they spend using digital technologies as a result of COVID-19, not all of which is healthy or indeed safe.  Those responsible for safeguarding should always check that their staff enjoy the use of digital technologies safely, securely and wisely.

  • Time out.  Try to spend at least one day a week without use of any digital devices or connectivity; learn again the joys of the physical world, and the beauties of nature.
  • Digital duration. How long do you spend using digital technologies each day?  This can be very harmful both to the body and to the mind.  Think about installing a screen-time checker that will let you know!  Ensure your working environment (desk, screens, chairs) is appropriate for your body.  Give your eyes some time to relax and explore distant horizons.  Get up and take a short walk at least every hour.
  • Office hours.  Digital tech is frequently used to extend work time, and this has been exacerbated during COVID-19 lockdowns.  Set yourself appropriate office hours, and don’t respond to e-mails out of these. Submit a formal complaint if your boss insists you respond to e-mails all hours of the day and night.  When working across time zones always ask for arrangements to be made that can include you at appropriate times.  Don’t self-exploit (unless you really want to).
  • Privacy.  The more time you spend on digital technologies, the more information you give to others about yourself.  You might be happy to be merely a data point, but if not don’t just automatically click on accept when asked about permissions or cookies.  Think about using software that limits how much others can find out about you.  Use search engines that offer privacy such as DuckDuckGo.
  • Security. Always install relevant protection (antivirus, web, ransomware, privacy, malicious traffic) and use it (techradar Guide).  Create complex passwords.  Be aware of scams, spam and phishing attacks, and keep safe by never simply clicking on links without checking that they are safe – especially if they are from people not know to you.
  • Online conferences and meetings.  Be very careful in online calls, especially if you cannot see everyone.  In face-to-face meetings it is possible to pick up signs of how people react to what you are saying and thus adjust in real time, but this is impossible with most video calls.  It is thus easy to cause offence without meaning to.  Don’t waste your time attending the thousands of online conferences or meetings that you are invited to – most are a complete waste of time.  Only join ones that are critical to what you are doing, or are of real interest.  Think of limiting your time to c. 8 hours of online meetings a week, and spend the rest doing things that are productive and worthwhile!
  • Use social media carefully.  Social media can be great for connecting with people that you want to, but it can also be deeply hurtful and the cause of much violence.  Be careful over what you write, and avoid using it if you are angry or tired.  If you are trolled, never reply because it only exacerbates the attacks.  Don’t just accept anyone as an online friend unless you know who they are.  Take time away from social media.  Read guides on wise use of social media (such as that produced by Greater Good at Berkeley).  Report any abuse or harassment to the appropriate authorities (see how to respond to digital violence).
  • Never use personally identifiable media for professional purposes.  In particular, do not use your own digital media for research purposes.  Instead, always ask to use official e-mails, telephone numbers and media outlets.  For example, never use your personal mobile number to join a group on apps such as WhatsApp, especially for conducting interviews or focus groups, because you can never be sure who else is in the group, and what they might subsequently contact you about.
  • Behave wisely.  Remember that it is almost certain that some-one/thing, somewhere is almost certainly tracking and recording in some way everything you do online.  Do not be the one who causes harm to others online.

Do to others as you would have them do to you – but remember they are different from you

In many ways, safeguarding advice relating to others is the application of the above principles to everyone else, but especially to members of the team of which you are a part, and all those with whom you are researching.  It is crucially important to remember, though, that what is deemed to be acceptable use to some may not be acceptable to others.  There is as yet little global agreement on what is acceptable behaviour in using digital technologies.

Within a team

General advice that is often seen as being helpful for avoiding digital harm includes:

  • Always listen more than you speak in digital meetings – and do listen, rather than doing all the other digital things you need to catch up on;
  • Never impose one particular technology on everyone in the team – try to reach consensus but if someone will not use one particular app or device, find an alternative solution;
  • Never expect an immediate response to an e-mail, or on social media – if you wish to send e-mails at four in the morning your time do not expect others in your time-zone to respond;
  • Dramatically reduce the number of online meetings that you think should be held, especially when working across time-zones – most are an excuse to pretend people are working, most are poorly managed, and it is much more efficient to seek input on policy documents by sharing drafts (if relevant using multi-authoring tools) than it is to do so in an online meeting;
  • Be accepting of varying cultural digital practices, but make it clear if any of these offend you and explain why; and
  • Be strict in clamping down on any use of digital technologies for sexual harassment or other forms of abuse – these should be reported immediately through standard existing safeguarding procedures;
  • Find ways to mitigate the personal costs to team members of using digital technologies – remember that costs of internet connectivity, hardware and apps can be high for individuals, especially in economically poorer contexts;
  • Always ensure that team members are fully trained in how to use the digital technologies chosen by the team, and are fully aware of protocols concerning security, safety and privacy;
  • Ensure that all material and data relating to the team’s research activity is kept as digitally secure as possible, encrypted on trustworthy servers, and with strong password protection;
  • Always explain if you are recording a meeting, and do not do so if any team member objects – also, don’t be critical of those who object for whatever reason.

With research participants

  • Always explain to research participants how you will use and protect  any digital data that you generate together;
  • If you need participants to use any digital technologies, ensure that they are fully trained in their use;
  • Never force participants to use a specific piece of digital technology (or app) – always try to use the technologies with which they are familiar;
  • Never use digital surveillance or tracking mechanisms without the explicit and fully informed permission of participants – and even then try to find an alternative (you never know who else might be accessing the information);
  • Do all you can to protect participants from harm or abuse from their use of digital technologies.

Think about the environmental impact of the digital technologies you are using, and mitigate their harms

Digital technologies are often seen as a good way to reduce environment harm, but this is by no means always so, and many practices in the digital technology sector are anti-sustainable (see further here).  Those who consider that environmental harm should be included within safeguarding should be aware of the following:

  • The ICT sector contributes more carbon to the atmosphere than does the airline industry (see here from 2017) – virtual conferences are not carbon-neutral;
  • Video uses much more bandwidth and electricity than does audio (see here) –encourage participants in online meetings to keep their video off when they are not speaking;
  • Never contribute to e-waste by purchasing new digital tech just for the sake of the research grant – do all you can to repair and reuse your digital tech, and only purchase new when you absolutely have to (see the The Restart Project for examples and evidence);
  • Use digital tech (both hardware and software) that is as environmentally sustainable as possible;
  • Minimise the use of electricity (including in data servers, device production, and device usage), and where possible use renewable powered energy (such as solar mobile devices);
  • Purchase and use digital tech(including apps) from companies that are committed to minimal environmental impact (not just satisfying carbon emissions criteria);
  • Always switch off digital tech when not in use, and don’t just put them on standby;
  • Consider conducting an environmental audit of all digital tech used in your research.

Digital environments and social media

Having recently written a post reflecting on aspects of power relationships and control through digital systems, I just thought that it might be helpful to share the list below of those digital systems and social media that I generally use so that others can know how to interact with me should they wish:

Digital environments that I use for public interaction

  • e-mails – multiple accounts, some integrated through Outlook/Office 365 (mainly formal work-related – contact via Royal Holloway, University of London) and others (mainly private) through Apple Mail. This remains my main mode of digital communication, largely because my e-mail account is one central place where people can send me material they want me to read!
  • WordPress (since 2008, although I began blogging earlier in 2007) – mainly for work-related issues, but also for personal views and opinions – for links to my various blogs see http://unwins.info. Interestingly, I am now blogging much less than I used to with views in recent years being half of the 30,349 I had in 2011.
  • Zoom – as have so many people during COVID-19, I have come to use Zoom quite extensively for large group meetings as well as personal ones, and it has largely replaced my former use of Skype. I particularly like its ease of use, and the way that it enables me to deliver live presentations through using its background feature.
  • Elgg (open source social networking software) – but sadly this is little used by others, and so I only tend to use it for small work-related groups (and in part as a replacement for Moodle).
  • Slack (sadly bought by Salesforce in December 2020) as a group communication platform – no longer sure how long I will continue to use it.
  • Moodle – the environment we’ve used for various courses at Royal Holloway, University of London and beyond; also where we used to make our ICT4D course materials freely available.
  • Twitter – joined in January 2009 – mainly for sharing information about our research and practice (several different accounts including @unescoict4d and @TEQtogether for research, and @timunwin for personal) – am using it much less than I used to, because the character limit tends to lead to short soundbites that oversimlify issues, and it has become a place dominated by “politically-correct” resonating rhetoric.
  • Facebook – joined in November 2006 – mainly used to share things that interest me, but also use for work-related groups (such as the ICT4D Group created in April 2007 and now with around 5.5K members, and the TEQtogether Group) – I’m again using it much less than I used to, especially since the dreadful new desktop/laptop version was introduced.
  • Microsoft Teams and assorted other Microsoft apps such as Skype for Business and Yammer (social networking; bought by Microsoft in 2012) – the basic environment adopted by Royal Holloway, University of London some time ago (and so I really have to use it to communicate with colleagues there), but also widely used in other enterprises. I find it rather clunky, in much the same way that I also never liked Microsoft’s Sharepoint (launched back in 2001); I still try to use these as little as possible.
  • I’m beginning to use Miro (an online whiteboard) for team work and collaboration.

Environments that I will not use

So, definitely don’t ask me to collaborate with you using the following:

  • Any Google environment (including Cloud, Drive, Chrome) – and especially if I have to sign in with a Google account (I refuse to have one). Exceptionally, I will occasionally use a Google environment providing I don’t have to sign in – but I would prefer to be sent documents in a way that is easier for me, such as by e-mail.
  • WeChat – I may well have to use this one day to be able to communicate in China and with Chinese friends since it is becoming so ubiquitous and essential there, but for the moment I don’t want too many governments having easy access to too much information about me.
  • Sina Weibo – similar reservations to the above, but I am also getting too old to learn to microblog in Chinese.

Environments that I use for private communication

The following are some of the environments that I use for private communication, and will not use for professional purposes (so please don’t ask me, for example, to join a WhatsApp group):

  • WhatsApp – although I almost stopped using it when it was purchased by Facebook. I only use it with family and friends, and most definitely will not use it for public or professional groups (so there is no point in asking me to join a group).
  • Signal – I use this privately because of its security, usability, and open source build – and it’s also free.
  • Instagram – for posting images of things that interest me (I may well soon start to use it to share information about our research and practice, since Instagram is increasingly being used effectively by businesses for this).
  • Dropbox – for sharing large files with friends.
  • Skype – for personal video discussions – although I have used it much less since 2011 when it was purchased by Microsoft.

Collaboration and competition in Covid-19 response

A week ago, I wrote a post about the potential of crowdsourcing and the use of hashtags for gathering enhanced data on infection rates for Covid-19.  Things have moved rapidly since then as companies, civil society organisations, international organisations, academics and donors have all developed countless initiatives to try to respond.  Many of these initiatives seem to be more about the profile and profits of the organisations/entities involved than they do about making a real impact on the lives of those who will suffer most from Covid-19.  Yesterday, I wrote another post on my fears that donors and governments will waste huge amounts of money, time and effort on Covid-19 to little avail, since they have not yet learnt the lessons of past failures.

I still believe that crowdsourcing could have the potential, along with many other ways of gathering data, to enhance decision making at this critical time. However the dramatic increase in the number of such initiatives gives rise to huge concern.  Let us learn from past experience in the use of digital technologies in development, and work together in the interests of those who are likely to suffer the most.  Eight issues are paramount when designing a digital tech intervention to help reduce the impact of Covid-19, especially through crowdsourcing type initiatives:

  • Don’t duplicate what others are already doing
  • Treat privacy and security very carefully
  • Don’t detract from official and (hopefully) accurate information
  • Keep it simple
  • Ask questions that will be helpful to those trying to respond to the pandemic
  • Ensure that there are at least some questions that are the same in all surveys if there are multiple initiatives being done by different organisations
  • Work with a globally agreed set of terminology and hashtags (#)
  • Collaborate and share

Don’t duplicate what others are already doing

As the very partial list of recent initiatives at the end of this post indicates, many crowdsourcing projects have been created across the world to gather data from people about infections and behaviours relating to Covid-19.  Most of these are well-intentioned, although there will also be those that are using such means unscrupulously also to gather data for other purposes.  Many of these initiatives ask very similar questions.  Not only is it a waste of resources to design and build several competing platforms in a country (or globally), but individual citizens will also soon get bored of responding to multiple different platforms and surveys.  The value of each initiative will therefore go down, especially if there is no means of aggregating the data.  Competition between companies may well be an essential element of the global capitalist system enabling the fittest  to accrue huge profits, but it is inappropriate in the present circumstances where there are insufficient resources available to tackle the very immediate responses needed across the world.

Treat privacy and security very carefully

Most digital platforms claim to treat the security of their users very seriously.  Yet the reality is that many fail to protect the privacy of much personal information sufficiently, especially when software is developed rapidly by people who may not prioritise this issue and cut corners in their desire to get to market as quickly as possible.  Personal information about health status and location is especially sensitive.  It can therefore be hugely risky for people to provide information about whether they are infected with a virus that is as easily transmitted as Covid-19, while also providing their location so that this can then be mapped and others can see it.  Great care should be taken over the sort of information that is asked and the scale at which responses are expected.  It is not really necessary to know the postcode/zipcode of someone, if just the county or province will do.

Don’t detract from official and (hopefully) accurate information

Use of the Internet and digital technologies have led to a plethora of false information being propagated about Covid-19.  Not only is this confusing, but it can also be extremely dangerous.  Please don’t – even by accident – distract people from gaining the most important and reliable information that could help save their lives.  In some countries most people do not trust their governments; in others, governments may not have sufficient resources to provide the best information.  In these instances, it might be possible to work with the governments to ehance their capacity to deliver wise advice.  Whatever you do, try to point to the most reliable globally accepted infomation in the most appropriate languages (see below for some suggestions).

Keep it simple

Many of the crowdsourcing initiatives currently available or being planned seem to invite respondents to complete a fairly complex and detailed list of questions.  Even when people are healthy it could be tough for them to do so, and this could especially be the case for the elderly or digitally inexperienced who are often the most vulnerable.  Imagine what it would be like for someone who has a high fever or difficulty in breathing trying to fill it in.

Ask questions that will be helpful to those trying to respond to the pandemic

It is very difficult to ask clear and unambiguous questions.  It is even more difficult to ask questions about a field that you may not know much about.  Always work with people who might want to use the data that your initiative aims to generate.  If you are hoping, for example, to produce data that could be helpful in modelling the pandemic, then it is essential to learn from epidemiologists and those who have much experience in modelling infectious diseases.  It is also essential to ensure that the data are in a format that they can actually use.  It’s all very well producing beautful maps, but if they use different co-ordinate systems or boundaries from those used by government planners they won’t be much use to policy makers.

Ensure that there are at least some questions that are the same in all surveys if there are multiple initiatives being done by different organisations

When there are many competing surveys being undertaken by different organisations about Covid-19, it is important that they have some identical questions so that these can then be aggregated or compared with the results of other initiatives.   It is pointless having multiple initiatives the results of which cannot be combined or compared.

Work with a globally agreed set of terminology and hashtags (#)

The field of data analytics is becoming ever more sophisticated, but if those tackling Covid-19 are to be able readily to use social media data, it would be very helpful if there was some consistency in the use of terminology and hashtags.  There remains an important user-generated element to the creation of hashtags (despite the control imposed by those who create and own social media platforms), but it would be very helpful to those working in the field if some consistency could be encouraged or even recommended by global bodies and UN agencies such as the WHO and the ITU.

Collaborate and share

Above all, in these unprecendented times, it is essential for those wishing to make a difference to do so collaboratively rather than competitively.  Good practices should be shared rather than used to generate individual profit.  The scale of the potential impact, especially in the weakest contexts is immense.  As a recent report from the Imperial College MRC Centre for Global Infectious Disease Analysis notes, without interventions Covid-19 “would have resulted in 7.0 billion infections and 40 million deaths globally this year. Mitigation strategies focussing on shielding the elderly (60% reduction in social contacts) and slowing but not interrupting transmission (40% reduction in social contacts for wider population) could reduce this burden by half, saving 20 million lives, but we predict that even in this scenario, health systems in all countries will be quickly overwhelmed. This effect is likely to be most severe in lower income settings where capacity is lowest: our mitigated scenarios lead to peak demand for critical care beds in a typical low-income setting outstripping supply by a factor of 25, in contrast to a typical high-income setting where this factor is 7. As a result, we anticipate that the true burden in low income settings pursuing mitigation strategies could be substantially higher than reflected in these estimates”.

Donor and government funding of Covid-19 digital initiatives

Masai children 2We are all going to be affected by Covid-19, and we must work together across the world if we are going to come out of the next year peacefully and coherently.  The world in a year’s time will be fundamentally different from how it is now; now is the time to start planning for that future. The countries that will be most adversely affected by Covid-19 are not the rich and powerful, but those that are the weakest and that have the least developed healthcare systems.  Across the world, many well-intentioned people are struggling to do what they can to make a difference in the short-term, but many of these initiatives will fail; most of them are duplicating ongoing activity elsewhere; many of them will do more harm than good.

This is a plea for us all to learn from our past mistakes, and work collaboratively in the interests of the world’s poorest and most marginalised rather than competitively and selfishly for ourselves.

Past mistakes

Bilateral donors and international organisations are always eager to use their resources at times of crisis both to try to do good, but also to be seen to be trying to do good.  Companies and civil society organisations also often try to use such crises to generate revenue and raise their own profiles.  As a result many crises tend to benefit the companies and NGOs more than they do the purportedly intended beneficiaries.

This was classically, and sadly, demonstrated in the Ebola outbreak in West Africa in 2014, especially with the funding of numerous Internet-based initiatives – at a time when only a small fraction of the population in the infected countries was actually connected to the Internet.  At that time, I wrote a short piece that highlighted the many initiatives ongoing in the continent.  Amongst other things this noted that:

  • “A real challenge now, though, is that so many initiatives are trying to develop digital resources to support the response to Ebola that there is a danger of massive duplication of effort, overlap, and simply overload on the already stretched infrastructure, and indeed people, in the affected countries”, and
  • “Many, many poor people will die of Ebola before we get it under control collectively. We must never make the same mistakes again”.

I have not subsequently found any rigorous monitoring and evaluation reports about the efficacy of most of the initiatives that I then listed, nor of the countless other digital technology projects that were funded and implemented at the time.  However, many such projects hadn’t produced anything of value before the crisis ended, and most failed to many any significant impact on mortality rates or on the lives of those people affected.

In the hope of trying not to make these same mistakes again, might I suggest the following short-term and longer-term things to bear in mind as we seek to reduce the deaths and disruption caused by Covid-19.

Short-term responses

The following five short-term issues strike me as being particularly important for governments and donors to bear in mind, especially in the context of the use of digital technologies:

  • Support and use existing technologies.  In most (but not all) instances the development and production of new technological solutions will take longer than the immediate outbreak that they are designed to respond to.  Only fund initiatives that will still be relevant after the immediate crisis is over, or that will enable better responses to be made to similar crises in the future.  Support solutions that are already proven to work.
  • Co-ordinate and collaborate rather than compete. Countless initiatives are being developed to try to resolves certain aspects of the Covid-19 crisis, such as lack of ventilators or the development of effective testing kits (see below).  This is often because of factors such as national pride and the competitive advantage that many companies (and NGOs) are seeking to achieve.  As a result, there is wasteful duplication of effort, insufficient sharing of good practice, and the poor and marginalised usually do not receive the optimal treatment.  It is essential for international organisations to share widely accepted good practices and technological designs that can be used across the world in the interests of the least powerful.
  • Ensure that what you fund does more good than harm.  Many initiatives are rushed onto the market without having been sufficiently tried and tested in clinical contexts.  Already, we have seen a plethora of false information being published about Covid-19, some out of ignorance and some deliberate falsification.  It is essential that governments and donors support reliable initiatives, and that possible unintended consequences are thorouighly considered.
  • Remember that science is a contested field.  Value-free science does not exisit.  Scientists are generally as interested in their own careers as anyone else.  There is also little universal scientific agreement on anything.  Hence, it is important for politicians and decision makers carefully to evaluate different ideas and proposed solutions, and never to resort to claiming that they are acting on scientific advice.  If you are a leader you have to make some tough decisions.
  • Ensure that funding goes to where it is most needed.  In many such crises funding that is made available is inappropriately used, and it is therefore essential for governments and donors to put in place effective and robus measures to ensure transparency and probity in funding.  A recent letter from Transparency International to the US Congress, for example, recommends 25 anti-corruption measures that it believes are necessary to ” help protect against self-interested parties taking advantage of this emergency for their own benefit and thereby undermining the safety of our communities”.

In the medium term…

Immediate action on Covid-19 is urgent, but a well thought-through and rigorous medium-term response by governments and donors is even more important, especially in the context of the use of digital technologies:

  • We must start planning now for what the world will be like in 18 months time.  Two things about Covid-19 are certain: many people will die, and it will change the world forever.  Already it is clear that one outcome will be vastly greater global use  of digital technologies.  This, for example, is likely dramatically to change the ways in which people shop: as they get used to buying more of their requirements online, traditional suppliers will have to adapt their practices very much more rapipdly than they have been able to do to date.  Those with access to digital technologies will become even more advantaged compared with those who cannot afford them, do not know how to use them, or do not have access to them.
  • Planning for fundamental changes to infrastructure and government services: education and health.  The impact of Covid-19 on the provision of basic government services is likely to be dramatic, and particularly so in countries with weak infrastructures and limited provision of fundamental services.  Large numbers of teachers, doctors and nurses are likely to die across the world, and we need to find ways to help ensure that education and health services can be not only restored but also revitalised.  Indeed, we should see this as an opportunity to introduce new and better systems to enable people to live healthier and more fulfilled lives.  The development of carefully thought through recommendations on these issues, involving widespread representative consultation, in the months ahead will be very important if governments, especially in the poorest countries, are to be able to make wise use of the opportunities that Covid-19 is creating.  There is a very significant role for all donors in supporting such initiatives.
  • Communities, collaboration and co-operation.  Covid-19 offers an opportunity for fundamentally different types of economy and society to be shaped.  New forms of communal activity are already emerging in countries that have been hardest hit by Covid-19.  Already, there are numerous reports of the dramatic impact of self-isolation and reduction of transport pollution on air quality and weather in different parts of the world (see The Independent, NPR, CarbonBrief).  Challenges with obtaining food and other resources are also forcing many people to lead more frugal lives.  However, those who wish to see more communal and collaborative social formations in the future will need to work hard to ensure that the individualistic, profit-oriented, greedy and selfish societies in which we live today do not become ever more entrenched.  We need to grasp this opportunity together to help build a better future, especially in the interests of the poor and marginalised.

Examples of wasteful duplication of effort

Already a plethora of wasteful (in terms of both time and money), competitive and duplicative initiatives to tackle various aspects of the Covid-19 pandemic have been set in motion.  These reflect not only commercial interests, but also national pride – and in some instances quite blatant racism. Many are also very ambitious, planning to deliver products in only a few weeks.  Of course critical care ventilators, test kits, vaccines and ways of identifying antibodies are incredibly important, but greater global collaboration and sharing would help to guarantee both quantity and quality of recommended solutions.  International Organisations have a key role to play in establishing appropriate standards for such resources, and for sharing Open Source (or other forms of communal) templates and designs.  Just a very few of the vast number of ongoing initiatives are given in the reports below:

Despite criticisms of the replicative and wasteful nature of many such initiatives, there are a few initiatives at a global scale that do offer hope.  Prime among these must be Jack Ma’s donation of 20,000 testing kits to each of 54 African countries, which will go some way to reducing the need for these to be domestically produced across the continent.  But this is sadly only a small shower of rain on an otherwise parched continent.  Working together, we have much more to be achieved, both now and in the months ahead.

Digital technologies and climate change, Part III: Policy implications towards a holistic appraisal of digital technology sector

This is the third of a trilogy of posts on the interface between digital technologies and “Climate Change”.  Building on the previous discussion of challenges with the notion of “climate change” and the anti-sustainability practices of the digital technology sector, this last piece in the trilogy suggests policy principles that need to be put in place, as well as some of the complex challenges that need to be addressed by those who do really want to address the negative impact of digital technologies on the environment.

To be sure, various global initiatives have been put in place to try to address some of the challenges noted above, and the impact of digital technologies on “Climate Change” is being increasingly recognised, although much less attention is paid to its impact on wider aspects of the environment.  One challenge with many such global initiatives is that they have tended to suffer from an approach that fragments the fundamental problems associated with the environmental impact of digital technologies into specific issues that can indeed be addressed one at a time.  This is problematic, as noted in the previous two parts of this commentary, because addressing one issue often causes much more damage to other aspects of the environment.

As I have noted elsewhere,[i] the Global e-Sustainability Initiative (GeSI) is one of the most significant such initiatives, having produced numerous reports, as well as a Sustainability Assessment Framework (SASF) that companies and organisations can use to evaluate their overall sustainability.  This has three main objectives:

  • “Strengthen ICT sector as significant player for achieving sustainable development goals
  • Enable companies to evaluate and improve their product portfolios with a robust and comprehensive instrument
  • Address sustainability issues of products and services in a coherent manner providing the basis for benchmarking and voluntary agreements”.[ii]

However, GeSI is made up almost exclusively of private sector members, and is primarily designed to serve corporate interests as the wording of the above objectives suggests.  Typically, for example, it has shown clearly how companies can reduce their carbon imprint,[iii] and many are now beginning to do so quite effectively, but the unacknowledged impact of their behaviour on other aspects of the environment is often down-played.  Little of their work has, for example, yet included the impact of satellites on the environment.  Likewise, it has failed to address the fundamentally anti-sustainable business model on which much of the sector is based.

Similarly, civil society organisations have also tended to fragment the digital-environment into a small number of parts for which it is relatively easy to gather quantifiable data. Thus, Greenpeace’s greener electronics initiative focuses exclusively on energy use, resource consumption and chemical elimination.[iv] These are important, though, showing that most digital companies that they analysed have a very long way to go before they could be considered in any way “green”; in 2017 only Fairphone (B) and Apple (B-) came anywhere near showing a shade of green in their ranking.  Recent work by other organisations such as the carbon transition think tank The Shift Project has also begun to suggest ways through which ICTs can become a more effective part of the solution to the environmental impact of ICTs rather than being part of the problem as it is at present, although usually primarily from a carbon-centric perspective focusing on climate change.[v]

These observations, alongside those in Parts I and II, give rise to at least seven main policy implications:

Above all, it is essential that a much more holistic approach is adopted to policies and practices concerning the environmental impact of digital technologies.

These must go far beyond the current carbon fetish and include issues as far reaching as landscape change, the use of satellites and the negative environmental impacts of renewable energy provision.  There is a long tradition of research and practice on Environmental Impact Analysis that could usefully be drawn upon more comprehensively in combination with the ever-expanding, but more specific, attention being paid purely to “Climate Change”.

Such assessments need to weigh up both the positive and the negative environmental impacts of digital technologies.

This issue is discussed further below, but there needs to be much more responsible thinking about how we evaluate the wider potential impact of one kind of technology, which might do harm directly, although offering some beneficial solutions more broadly.

The fundamental anti-sustainability business models and practices of many companies in the digital technology sector must be challenged and changed.

The time has come for companies that claim to be doing good with respect to carbon emissions, but yet remain bound by a business approach that requires ever more frequent new purchases, need to be called to task.  Companies that maintain restrictive policies towards repairing devices must be challenged.  Mindsets need to change so that there is complete re-conceptualisation of how consumers and companies view technology.  Laptops, tablets and phones should, for example, be designed in ways that could allow them to be kept in use for a decade rather than a few years.  Until then, much of the rhetoric about ICTs contributing to sustainable development remains hugely hypocritical.

There needs to be fundamental innovation in the ways that researchers and practitioners theorize and think about the environmental impact of digital technologies.

It will be essential for all involved to create new approaches and methodologies in line with the emphasis on a holistic approach to understanding the environmental impact of digital technologies noted above.  Only then will it be possible to avoid the piecemeal and fragmented approach that still dominate today, and thus move towards the use of technologies that can truly be called sustainable.

In turn, it is likely that such new theorizing will have substantial implications for data.

Much work on the climate impact of digital technologies is shaped by existing data that have already been produced. New models and approaches are likely to require new data to be created.

It is important that there is open and informed public debate about the real impacts of digital technologies on the wider environment, and not just on climate.

The vested interest of companies, still driven by their unsustainable practices, against such debate are huge.  However, if consumers could better understand the environmental damage caused by the digital technology system, they would be able to make improved choices about the sorts of technology they use, and how long they keep it for before replacing it.  This is why the work or organisations such as the Restart Project is so important.[vi]

Government action and international agreements are essential.

There is insufficient good evidence that the private sector will regulate itself sufficiently to make the fundamental changes necessary. Government action and international agreement are therefore essential elements of an integrated approach to the wiser use of digital technologies.  The European Union’s recent steps in 2019 concerning the right to repair are a beginning to move in this direction,[vii] but much more comprehensive action is necessary.  International organisations such as the International Telecommunication Union have a key role to play here, but their increasing alliance with private sector companies to fund their activities and their determination to show that the sector is indeed delivering on the Sustainable Development Goals make it difficult for them to respond to the extent required.  Leaders and Ministers in small island states, who are likely to be impacted most imminently by sea level change, might well be able to play an important role in sensitising the wider global community to the importance of these agendas.

The creation of a multi-sector commission

We can no longer rely on private sector funded and led entities to shape the global dialogue on the environmental impact of digital technology.[viii] If there is sufficient will in the international community, a strong case can be made for the creation of a new multi-sector global commission or similar such body to address these issues.  Amongst other things, this could shape the necessary holistic approach, disseminate reliable and trustworthy knowledge, commission new research, present unbiased conclusions, and advise governments on the actions they need to take to ensure that digital technology is developed wisely and environmentally responsibly.

 

This trilogy has been written to raise awareness of some of the challenges and issues relating to the impact of digital technology on the environment. It is by no means comprehensive, and many important issues have not been addressed.  Amongst the most significant of these are questions around the balance between serving broader good while doing localised harm.  For example, is it acceptable to use digital technologies that do indeed cause environmental harm, if such use actually reduces significant environmental harm caused by other economic or cultural activities?  Such questions are of profound importance, and can only be resolved effectively through ethical considerations and people’s moral agendas. There needs to be widespread public debate as to the kind of future we wish to create.  I have addressed some of these in my previous work, but they remain worthy of a much more comprehensive analysis.[ix]

 

It is time to unmask the hypocrisy of those shaping a future of anti-sustainable digital technologies whilst claiming that they contribute to sustainable development.  It is not yet too late to reject the false promises of the digital barons, and reclaim our full sentient experience of the physical environment. It is not yet too late to reject the digital slavery that they seeking to impose on us.  It is not yet too late for us to reclaim our role as guardians of our planet’s future.
